What this project does

Converts 40 vacant and abandoned properties on Rebecca Ave and Franklin Ave into affordable homeownership for first-time buyers. 

Focuses on two of Wilkinsburg’s most traveled corridors that shape first impressions of the borough. 

Coordinates with Borough partners to create clean, marketable title, stabilize each house, then transfer to pre-qualified community - based developers.

Cohorts are used to group properties based on readiness and legal complexity. This approach allows the Land Bank to move forward with properties that are ready, while continuing work on those that require additional legal or administrative steps

Properties move through different tracks depending on legal and physical conditions

Properties move in five cohorts of eight over about 20 months. Each cohort moves from acquisition to “ready for sale” on a rolling schedule

Economic Impact

If each completed home is assessed at $150,000, 40 homes add about $6,000,000 in taxable value. Estimated recurring tax revenue each year:

$84,000 Borough at 14 mils

$147,000 School District at 24.5 mils

$28,380 County at 4.73 mils

Total about $259,380 per year

Properties listed here are at different stages of review and preparation. Inclusion on this list does not mean a property is immediately available for sale or transfer.

Each parcel must move through legal review, title clearance, and stabilization before it can be transferred to a new owner. Some properties progress quickly, while others require additional time due to probate, liens, or court timelines.

Why these corridors?

Rebecca Ave and Franklin Ave are major entrances to the borough. Today many houses along these roads are vacant, abandoned, or tax delinquent. Stabilizing and transferring them to new owner-occupants improves safety, restores neighborhood pride, and supports foot traffic for local businesses
